Applying Public-Private Partnerships to Urban Governance: Observations from Taiwan Experiences

International Program on Urban Governance at National Taipei University

The PPP Knowledge Lab defines Public-Private Partnerships (PPP) as "a long-term contract between a private party and a government entity, for providing a public asset or service, in which the private party bears significant risk and management responsibility and remuneration is linked to performance." This new governance model offers a different approach to deliver public services or tackle urban problems. Many examples can be found in Taiwan such as Taipei Smart City projects, building and operation of social housing, etc. The goal of this essay competition is to increase international students' understanding about the adoption of the PPP strategy for urban development in Taiwan. It also aims to help build students' capacity of project design and analysis.
